Another voice speaks up for "average"

A new white paper on benchmarking from Morgan Chambers crosses my desk.

Unsurprisingly, they are in favour of it; and unsurprisingly, they have their own offering.

Hidden deep on page 7, they describe how the target price should be calculated. They recommend "average" - no mention of any quartiles or percentiles. So TPI, Morgan Chambers (now part of Equaterra), and Gartner are all aligned. Exactly who is it out there who is still recommending quartiles? And why?
